Using a Finland number for SMS verification

Finnish mobile prefixes are not all the same length. Traficom, the Finnish Transport and Communications Agency that replaced the old regulator FICORA in 2019, issues them with three, four or five digits under its Regulation 32 on numbering in a public telephone network. So alongside the familiar three-digit 040, 041, 042, 044, 046 and 050 there are four- and five-digit ranges carved out under 043 and 045, and the national number for an ordinary mobile runs from eight to ten digits. A short-looking Finnish number is not necessarily malformed. Mobile area codes all begin 04, 050 or 059, while ranges beginning 049 are reserved for machine-to-machine traffic rather than handsets. Internationally the leading zero goes: 040 123 4567 becomes +358 40 123 4567.

Numbers have been portable since July 2003 through Numpac, the routing and portability company the operators jointly own, so a prefix says nothing about which network a line sits on today. The layer Finland built above phone numbers matters far more. Almost everything with identity attached runs through Suomi.fi e-Identification, which does not accept SMS codes at all: it takes bank credentials, a Mobiilivarmenne mobile certificate, the citizen certificate on a police-issued ID card, or the Digital and Population Data Services Agency's Finnish Authenticator app. Their providers are supervised by Traficom's National Cyber Security Centre.

The entry requirements run deeper than they first look. A mobile certificate cannot be activated on a prepaid subscription, and activating one requires bank codes, which a bank issues only after an in-person appointment with a passport or EEA identity card. That chain puts banks, insurers, OmaVero, Kela and MyKanta out of reach of a shared number, and Veikkaus, the state gambling operator, has required identification on every game, digital and physical, since 1 January 2024.

The ordinary consumer layer is where a Finnish number is simply a contact field: Tori, the second-hand marketplace most Finns use, the Helsinki-founded delivery app Wolt, transport and loyalty apps. One local habit deserves care even there. Posti sends arrival notices and parcel locker opening codes by SMS, and for an ordinary parcel that code is usually enough to collect it at the counter without showing ID. Everything that arrives on this line is published for anyone who opens the page, so keep deliveries, money and anything you would mind a stranger reading on your own SIM.
