Using a Belgium number for SMS verification

An itsme account works on a single device at a time. That is worth knowing before attempting any Belgian signup with a borrowed number, because itsme, a mobile identity app people activate with their eID and a card reader or through one of the large Belgian banks, sits underneath most of what matters here. It is one of the digital keys accepted at CSAM, the federal gateway to government services such as Tax-on-web, MyMinfin and MyPension; the fallbacks are the physical eID with a reader and a PIN, or the newer MyGov.be app, activated in turn with an eID or an itsme account. Where an SMS code appears in that system it is only the outer shell: the identity underneath is tied to one holder and one handset.

The reason a shared number opens nothing identity-bound here is structural rather than fussy. Anonymous prepaid SIMs ended in December 2016, under a law of 1 September 2016 and a royal decree that November: every SIM must be registered to an identified holder. Banks, itsme, CSAM-protected portals and the payment apps built around a Bancontact debit card all assume the number belongs to a named resident. Codes arriving on this line can be read by anyone viewing the page, so Doccle, the platform many Belgian households use for invoices and payslips, belongs on the same list.

The number format is easy to recognise: 04, then two more digits, then a six-digit subscriber block, so the local 0478 12 34 56 becomes +32 478 12 34 56 abroad, nine digits after the country code. The 047, 048 and 049 ranges were the original per-network allocations; 045 and 046 are mobile too, carrying newer brands and virtual operators. The plan is administered by the regulator called BIPT in Dutch and IBPT in French, the Belgian Institute for Postal Services and Telecommunications. Mobile porting has been available since 2002, so the prefix no longer identifies the network a line is on. A fourth operator, DIGI, arrived through the 2022 spectrum auction with its Belgian partner Citymesh, launching in 2024 on national roaming while it builds its own network.

What is realistic, then, is the ordinary end of the market: replying to a listing on 2dehands.be or its French-language twin 2ememain.be, or on the property site Immoweb, where handing a personal number to strangers is what you were trying to avoid. Expect the confirmation text in Dutch or French, depending on the language version of the site you signed up through.
